

PROJECT BACKGROUND
The National Urban Water Supply and Sanitation Programme (NUWSSP) is a unified approach which the Government of the Republic of Zambia (GRZ) has adopted in order to improve the development of water supply and sanitation services in all urban areas the country. This programme will cater for the immediate, medium and long terms needs (up to 2030).
The Nkana Water Supply and Sanitation Project Phase 2 (NWSSP II) is a project within the NUWSSP, being implemented by Nkana Water Supply and Sanitation Company Ltd (NWSC) valued at US$199.58 million and is funded by GRZ with loan financing from the Industrial and Commercial Bank of China (ICBC). NWSC is implementing the project on behalf of the Ministry of Water Development and Sanitation (MWDS) through an Engineer, Procure and Construct (EPC) contract with China Henan International Corporation (CHICO) as Contractor.
The NWSSP II, which commenced in June 2017 and originally expected to be completed by June 2021, was intended to build on the works done under the NWSSP1 funded by the African Development Bank at total cost of US$63 million, which was completed in 2015.
After 31 months and 44% progress on implementation of project physical works, the project was suspended due to non-disbursement of funds from the main project financier Industrial and Commercial Bank of China (ICBC). To continue with project implementation the Government of the republic of Zambia (GRZ) has allocated a sum of US $ 59.91 million to be disbursed over a period of 3 years. The project works have been prioritised and re-scoped to suit the available funds. The re-scoped NWSSP II is aimed at executing part of the outstanding works from the suspended NWSSP II. The prioritised works are spread over the three towns of Kitwe, Kalulushi and Chambishi that are served by NWSC.



PROJECT OBJECTIVES
The NWSSP II was targeted to cover the urban and peri urban areas in the city of Kitwe and towns of Kalulushi and Chambishi with a current population estimated at 889,307. Its principal objective was to improve the population’s public health and living standards through improved and sustainable water supply and sanitation services. This would be achieved by rehabilitating and extending water supply and sanitation infrastructure, improvement of the NWSC Institutional capacity for service provision and implementation of a Water Sanitation and Hygiene (WASH) promotion and Behaviour change programme to increase awareness of proper sanitation and hygiene. The same project objectives are still incumbent upon re-scoped NWSSP II albeit with reduced expectation of achievement due to reduced project funding.
PROJECT OUTCOME TARGETS
The implementation of the re-scoped NWSSP II project would result in:
Increased Water Supply Service Coverage
- Water supply service would be extended to un-serviced areas and new development areas with an estimated total population of 145,000. These areas include Luangwa, Malembeka, Chamboli SOS, Mulenga, Kitwe West, Garneton East, Zamtan, Kwacha Resettlement, Kafue Park (New Kitwe), St. Marceline, Kitwe East, selected Peri Urban areas in Kitwe, Chambishi and Kalulushi among others.
Increased Water Supply Service Hours
- The average daily hours of water supply were targeted to increase from 17hrs to 18hrs by the rehabilitating and expanding the water production facilities to meet the growing demand in Kitwe, Kalulushi and Chambishi.
Increased Sanitation Service Coverage
- The sanitation service coverage would improve from the current 78.65% to 80% in Kitwe, Kalulushi and Chambishi.
Reduction in Non-Revenue Water
- There would be a reduction in water losses due to the replacement of the dilapidated water distribution networks and capturing of unbilled water users from an average of 60% to 50%.
Improved Water Quality Compliance
- Rehabilitation of filters and clarifiers at NWSC water treatment plants would improve the quality of treated water produced by water treatment plants
High Impact Outcomes
There were also high impact outcomes that were expected from the project which included:
- Significant reduction of prevalence of water borne related diseases and associated mortality
- Improved standard of living through improved water supply and adequate sanitation
- Access to improved sanitation by an estimated population of 90,724: 2,120 Household sanitation facilities would be constructed in the peri urban areas of Ipusukilo, Kamatipa, Twaiteka, AMLO and Chibote
- Improved livelihoods in the community through the engagement of locals including the women in the construction works
- Increased school attendance of girl child as one of the problems of inadequate water supply is that girl children often spend time drawing water and end up not attending school


PROJECT SCOPE
The re-scoped NWSSP II is aimed at executing part of the outstanding works from the suspended NWSSP II. The works prioritised to be executed are those which would together form a synergised operational unit and which would have an appreciable impact on the customer service levels. The outstanding works from the suspended NWSSP II were re-scoped in accordance with the funds provided by the GRZ. The utilisation of the fund is as summarised in the table below.

A more detailed scope of the works is available at NWSC offices. There may be some minor changes in the scope of work when the CHICO design consultant completes design modifications arising from the rescoping.
PROJECT STATUS
Physical Progress
Implementation of the Re-scoped NWSSP II is currently in implementation stage having started the works on 31st May 2023. The table below shows the works selected for immediate commencement and the works already in progress.

Major project works are currently in progress. For instance, the construction and rehabilitation works at Bulangililo Water Treatment Plant Nkana East WTP, Nkana East raw water intake, 17th Ave Distribution Centre (DC), Kwacha Road DC, Bulangililo – Chimwemwe rising main, DN 900 Mindolo sewer trunk and Ndeke DC are on course.
